Single-family housing is, in principle, intended for residential use and therefore cannot be used for commercial purposes such as lodging businesses. However, lodging use may be permitted on a limited basis when specific conditions are met, as in the case of rural minbaks or urban minbaks.
Customary Definition
Single-family housing refers to an independent building that does not share walls with other buildings and is intended for a single household to reside together.

Statutory Definition
Under the Building Act, single-family house is subdivided into detached houses, multi-unit houses, multi-household houses, and official residences. In addition, facilities that take the form of single-family houses—such as home-based childcare centers, group living homes, community child centers, shared childcare centers, small libraries, and senior well-being facilities—are also classified as single-family houses.

Annex 1 of the ‘Enforcement Decree of the Building Act’ further classifies single-family houses as follows:

  1. Detached House
  2. Multi-unit houses: Houses that satisfy all of the following requirements:
    1. Designed for long-term residence by multiple individuals, such as students or employees;
    2. Do not constitute independent dwelling units (individual rooms may be equipped with bathrooms, but cooking facilities are not installed);
    3. The total floor area used as housing in a single building (excluding any attached parking areas; the same applies hereinafter) does not exceed 660 square meters, and the number of floors used for housing purposes (excluding basement levels) does not exceed three. Where all or part of the first floor is constructed in a pilotis structure and used as a parking area, and the remaining portion is used for purposes other than housing (limited to residential use), such floor shall be excluded from the number of residential floors;
    4. Meet standards prescribed by local building ordinances regarding minimum room size, installation and size of windows, and other requirements necessary to ensure an appropriate residential environment.
  3. Multi-household houses: Houses that satisfy all of the following requirements and do not fall under the category of multi-family housing:
    1. The number of floors used for housing purposes (excluding basement levels) does not exceed three. Where all or part of the first floor is constructed in a pilotis structure and used as a parking area, and the remaining portion is used for purposes other than housing (limited to residential use), such floor shall be excluded from the number of residential floors;
    2. The total floor area used as housing in a single building does not exceed 660 square meters;
    3. Capable of accommodating no more than 19 households (referring to the total number of households per building within the same site).
  4. Official residences

In addition, home-based childcare centers, group living homes, community child centers, shared childcare centers (referring to shared childcare centers under Article 19 of the ‘Act on Support for Child Care’), small libraries (referring to small libraries under Article 4(2)1(a) of the ‘Library Act’, limited to cases where they are installed on the first floor of the relevant house), and senior well-being facilities (excluding senior well-being housing) that take the form of single-family houses are also included within the category of single-family houses.
